The Forest Service has also recognized that the U.S. forest industry and the public should benefit from strong partnerships between the Forest Service and the private sector. Yet the Forest Service has also acknowledged that such partnerships can be difficult to achieve. In the late 1990s and early 2000s, many public and private partners, including the Forest Service, the United States Department of Agriculture (“USDA”), various industry associations, and university researchers, began to recognize that effective forest management may include the use of systems and processes that impact forests and forest-based industries in much more dynamic and complex ways than the industry could ever have imagined. Accordingly, these recognized entities began to promote forest modeling, and more specifically, dynamic forest modeling. Forest modeling is generally defined as a computer model that simulates how trees and forests develop, how forest resources change over time, and how various management practices affect these processes. Dynamic modeling is generally defined as the inclusion of a time component, meaning that the model’s results may change over time. Unfortunately, the U.S. forest industry lacks a centralized community for dynamic forest modeling
